Temporary Implementation Unit (TIU) Head

The Special Financing Facility (SFF) has been established as a mechanism to channel financial support from international donors to the Federal Government of Somalia (FGS) to support its recurrent budget deficit, while also providing capital financing for selected local development initiatives that will enhance the Governments credibility with the local population. The SFF will be implemented by the Ministry of Finance, which is establishing two units for SFF implementation and financial management. The units will be located in the Ministry of Finance. The Ministry will be supported by an externally-recruited Financial Agent (FA) who will provide fiduciary assurance andsupport the operations of the two units.
The Temporary Implementation Unit (TIU) will be responsible for preparing SFF project concept notes according to the priorities established through regional consultations, pre-qualifying vendors and contractors, overseeing tendering, contract negotiation and bid award, monitoring and supervisingproject execution, preparing payment certificates, maintaining a register of all assets created under the SFF and preparing project progress reports. The TIU will be expected to prepare monthly procurement and project implementation progress reports for scrutiny by the Operational Committee, and quarterly reports for submission to the Oversight Board. The TIU will also be responsible for supporting the SFF public information and communication system, including website management and information dissemination through traditional communication channels.
The TIU Head has the following overall responsibilities:
Preparing monthly and quarterly work plans for the TIU, in line with its functions (project
preparation, tendering, award, implementation and supervision)
Ensuring that the TIU carries out its functions on schedule, and to an acceptable standard
Leading SFF project identification consultations at regional level
Overseeing the TIU procurement process
Participating in TIU monitoring visits
Ensuring that the TIU prepares monthly and quarterly progress reports for consideration by
the SFF Operational Committee and Oversight Board
Managing TIU personnel in line with SFF Operations Manual policies and guidelines
(including anti-corruption guidelines and Code of Conduct).
Ensuring safety and security of TIU resources.
Keeping updated on all relevant political and policy issues related to the operations of the TIU.
In the execution of his/her functions, the TIU head will be expected to:
Work closely with the SFF Financial Agent
Provide high-quality briefs to the Minister of Finance and the SFF Operational Committee.
Co-ordinate with the relevant duty bearers within the authorities on central and local level and
other relevant stakeholders for TIU project implementation
Develop and maintain relationships with central, regional and local administration bodies, as well as relevant donor and NGO actors in Somalia;
Relevant university degree or higher education, preferably in social sciences or international
Minimum of 7 years of relevant working experience in project development and management
Demonstrated experience in managing teams
Strong working knowledge of procurement processes
Strong understanding of best-practise approaches to monitoring
Strong communication and representation skills.

Strong inter-personal skills and ability to work within and build a team environment, ability to
provide both detailed and strategic analysis, excellent communication and negotiation skills,

Excellent computer skills.
Written and spoken fluency in Somali and English required.
